EMERGING SECURITY ENVIRONMENT IN THE

INDIAN OCEAN REGION AND ITS IMPLICATIONS FOR INDIA

Synopsis



The Indian Ocean Region [IOR] has historically been the subject of many geo-political and geo-strategic dialogues for a variety of reasons.  However, in the modern times, and more so post World War II, this region has become intricately linked to the development and progress of most nations of the world.  Energy and trade underpinning has predominated the dialogue among the security and economic community alike.


The paper attempts to explore the contours of this environment while highlighting the importance of the maritime medium.  Commencing with a broad overview of the maritime security concerns and possible sources of conflict, the speaker will focus on the interests of extra-regional powers and the interplay of global forces leading to diplomatic and military initiatives in the region and their impact on Indian foreign and security policies.


Navy as an instrument of state policy will be dealt with in detail to examine and assess the efficacy of its role in the current times.  The paper will conclude by throwing-up some options and alternatives that will have to be factored-in to keep in step with the altering geo-strategic landscape, wherein national security may not be the sole consideration in shaping policies.
